Can someone decline my Buddy request?

When you receive a Buddy request, you can Accept, Reject, or Hold off with different matching implications.

Yes, they can. When a Buddy request is received, there are three options:
Accept - Accept the request.
Reject - Decline the request. If rejected, you will no longer be matched with that person anywhere in Episoden.
Hold off - Decline the request, but you may still meet that person again in other sessions.
